Ofcourse, it being so cpu dependent means you won't hit 60. but the far cry games on console, from far cry classic (which even uses fc3's dunia engine!) to far cry 5 never focussed on 60 to begin with, so ubisoft totally made the sensible decisions here. but i agree that its pitiful that they couldn't hit a solid 30, which in some cases is. Far cry 3 still offers damn good time, and the classic edition is a great way to revisit ubisoft’s influential classic or dive into it with fresh eyes. the tried and tested formula has advanced. Far cry 3 remastered ie classic edition was only for newer consoles. all it did was update the graphics to more resemble what we had on pc as the old console version lacked that as the old consoles had crappy vid chips in them. far cry 3 remaster on console also had no mp support at all its only the base game.

Far cry classic edition is a barebones pc port. it's still a huge upgrade over the last gen console releases. it's getting a full release in a few weeks' time but for owners of the far cry 5. The best version is probably far cry 3 on xbox via. backwards compatibility. there's a number of side by side comparison videos on that can show you the differences where graphics are concerned, looks really good too. classic edition has the hurk missions and three other dlc missions!.
